Aquaculture is a large industry in many parts of the world, but remains limited in California. Much of this is due to the difficulty of obtaining permits. For twenty years, there had been no new expansions of aquaculture leases in the state of California.
There is a new initiative in Ventura County to establish twenty 100-acre plots to grow Mediterranean mussel on longlines. This initiative, the Ventura Shellfish Enterprise (VSE), is working with the Ventura Port District to preapprove ocean farming permits in these plots to streamline the process for potential aquaculture businesses.
Doug Bush, owner of the The Cultured Abalone Farm and a leading partner in VSE, presented the concept and motivations behind the initiative during the Conversation about Aquaculture event. You can contact Doug, and learn more about The Cultured Abalone Farm by visiting this site.
From the VSE website:
VSE is a partnership that includes the Ventura Port District, Coastal Marine Biolabs, The Cultured Abalone Farm, and Ashworth Leininger Group. The activities undertaken by VSE partners to advance this ambitious initiative are conducted in consultation with aquaculture scientists and experts, California and NOAA aquaculture coordinators, and California Sea Grant.

The goals of the project include:
- Advance state and federal policies to increase aquaculture production and deliver a safe, secure, and sustainable food supply
- Establish a blueprint for permitting future offshore aquaculture projects in California
- Leverage economies of scale in permitting, monitoring, and marketing and distribution that allow small operators to participate in aquaculture
- Enhance Ventura Harbor’s working waterfront with a sustainable and dependable harvest
